POLICIES AND PROCEDURES

RELATING TO DEWITT CASL TEAMS

OVERVIEW

The policies and procedures ("Rules") set forth herein relate to the process for selecting coaches for DeWitt soccer teams playing in the Capital Area Soccer League ("CASL"). These Rules have been adopted by DeWitt Soccer Club ("DSC"), pursuant to DSC Bylaws, and are effective on April 23, 2006. These Rules were amended on June 8, 2008 pursuant to DSC Bylaws.

  1. COACH APPLICATION PROCESS

    1. Any individual seeking to coach a DeWitt CASL team must submit a coaching letter via electronic mail to the DSC CASL Representative, with a copy to the DSC President and DSC Secretary, by no later than May 15 prior to the fall season during which they wish to coach.
    2. Coaching letters submitted must describe any experience in playing soccer, training in coaching soccer or other sports, coaching certifications achieved, if any, and phone and email contact information.
    3. Where two individuals seek to be named as co-coaches, each candidate shall submit a coaching letter requesting approval as a co-coach.
    4. DSC shall not approve two or more individuals as co-coaches unless the candidates each request to co-coach together.

  1. COACH SELECTION PROCESS

    1. Any head coach or co-coaches for each DeWitt CASL team shall be approved by DSC, pursuant to DSC Bylaws.
    2. Coaching letters are reviewed and head coaches or co-coaches are selected and approved by DSC during the May meeting of the DSC.
    3. In the event that more than one coaching letter is received for a particular CASL age group, DSC shall approve a first coach for at least one team to be formed at that particular age group. Then, DSC may consider and approve a second coach, and so on, in the event that two CASL teams or more may be formed at that age group in accordance with the process set forth in Section 4.
    4. Coaches approved by DSC and individuals not selected to coach by DSC will be contacted by the DSC CASL Representative within 48 hours of the DSC May meeting.
    5. In the event that the number of players trying out for a particular age group gives rise to the potential that two or more teams may be formed, additional coaching candidates may be identified after the tryout process. The candidates shall submit a coaching letter, meeting the requirements set forth in Paragraph 1.B., to the DSC CASL Representative, with a copy to the DSC President and DSC Secretary. DSC shall vote as soon thereafter as possible, and may vote via electronic mail, or at a special meeting scheduled and held in accordance with DSC Bylaws.
    6. Assistant coaches and team managers may be selected only after the team is formed.

  1. TRYOUTS

    1. Tryouts for all CASL teams shall be held over a ten-day period starting no earlier than June 15 for teams playing in the fall, and no later than February 1 for teams playing only in the spring.
    2. Generally, tryouts shall be scheduled as follows (finalized tryout schedule will be issued by the DSC CASL Representative following approval by the DSC Board):

  1. Within 72 hours after the preliminary tryout schedule is provided to coaches by the DSC CASL Representative, a coach may submit a written request to DSC to change the assigned tryout date, explaining the reasons for the request. If a written request is submitted to DSC, DSC shall vote on the request, pursuant to DSC Bylaws.
  2. Tryouts for any age level shall be run by the DSC-approved coach(es) of that age level. In the event that a coach is unable to attend a tryout, an independent DSC board member shall assist with or run the tryout. Where two or more coaches are approved for a particular age level in anticipation of forming two or more DSC CASL teams, all coaches shall cooperatively plan and run the tryout. In the event that the coaches cannot work together cooperatively, a DSC board member shall plan and run the tryout at his or her discretion and may incorporate any suggestions provided by the approved coaches.
  3. For each tryout scheduled over the initial ten-day period, the DSC CASL Representative shall assign two independent evaluators to evaluate the players attending the tryout. The DSC CASL Representative shall notify the coach(es) of the assigned evaluators, and shall also provide contact information to both the coach(es) and the evaluators. Assigned evaluators may not include parents of players trying out for the team being evaluated.
  4. For each tryout scheduled over the initial ten-day period, the DSC CASL Representative shall assign at least one independent DSC board member to attend the tryout. The DSC CASL Representative shall notify the coach(es) of the assigned DSC board member(s), and shall also provide contact information to both the coach(es) and the board member(s). Assigned board members may not include parents of players trying out for the team being evaluated.
  5. All players requesting a tryout for a DSC CASL team shall be given an opportunity to tryout prior to July 1. Requests for tryouts on or after July 1 for teams playing in the fall may be granted at the discretion of the DSC-approved coach or coaches.
  6. Additional tryout sessions may be scheduled by the coach(es), on dates and times determined by the coach(es). For any additional tryout dates scheduled, the coach(es) must secure evaluators and a DSC board member, if desired.
  7. Any player wishing to play on a DSC CASL team shall attend, and be evaluated during, at least one tryout. Players shall not be required to attend more than one tryout session, but may be requested or encouraged to attend more than one tryout session.
  8. Tryouts for boys and girls, at a given age group, shall be held separately.
  9. Where the number of players attending a tryout for a single age group ("Pool") creates the potential for two or more teams to be formed, a combined tryout will be held, as though a single team is to be formed.

 

  1. TEAM FORMATION

    1. Where only one team can be formed at a particular age group, the DSC-approved coach(es) shall select players from the tryout Pool based on merit, and contact the selected players within 72 hours of the final tryout session. If one or more of the selected players decline the offer to play for the team, players not initially selected may be contacted and extended an offer to play for the team. After the team is formed, those players not selected should be contacted with the results of the tryout and an explanation of their soccer options.
    2. Whether there is a sufficient number of qualified players to form more than one team at a particular age group shall be determined by the DSC-approved coach(es) for that age group and, if necessary, the DSC CASL Representative or another DSC board member. The teams shall be formed by the DSC-approved coaches under the supervision of the DSC board member attending the tryout. Any coach may request that the DSC board member be present while coaches form the teams.
    3. Where multiple teams are to be formed at a particular age level, the teams shall be formed via a "draft" process based on merit, and the only player that may be protected is the son(s) or daughter(s) of the head coach or co-coaches. If a coach has two children that are one year apart, only the age-appropriate child may be protected.
    4. The draft shall be conducted as follows:

    1. After the final tryout, rank order the players attending the tryout according to merit;
    2. Each coach shall select a player equal in merit to the child of the other coach;
    3. Flip a coin to determine which coach chooses first from the remaining players available for selection;
    4. Each coach selects a player from the remaining pool of available players until his/her roster is full or until there are no more players available; and
    5. Any disagreements that cannot be settled by the coaches shall be addressed and decided by the DSC board member, and the DSC board member’s decision shall be final.

    1. The draft process shall occur within 24 hours of the last tryout session, and selected players shall be notified within 48 hours of the draft. If one or more of the selected players declines the offer to play for the team, players not initially selected for any of the other teams at that age level may be contacted and extended an offer to play for the team.
    2. For any age group in which one or more teams were formed in the preceding soccer year, and there is a sufficient number of qualified players to form two or more teams during the current soccer year, multiple teams shall be formed as follows:

    1. After the final tryout, rank order all of the players attending the tryout according to merit;
    2. All returning players that are selected shall remain on the same team as the previous year, unless otherwise agreed by the coaches;
    3. After the returning players are placed, the coach having the least number of highly skilled players shall choose first from the remaining players available for selection;
    4. In the spirit of creating equal teams, each coach then selects a player from the remaining pool of available players until his/her roster is full or until there are no more players available (keep in mind, that depending on the skill level of the returning players already placed, a coach may get to choose more than one player during his or her turn to equalize the talent on each team); and
    5. Any disagreements that cannot be settled by the coaches shall be addressed and decided by the DSC board member, and the DSC board member’s decision shall be final.

    1. Where multiple teams are to be formed, parental requests may or may not be granted at the discretion of the DSC-approved coaches or DSC.
    2. Any player refusing the offer to play for a DSC CASL team shall not become available for selection by another DSC CASL team at the same age level, until after completion of the "soccer year," i.e. fall and spring seasons.
    3. After the teams are formed, those players not selected should be contacted with the results of the tryout and an explanation of their soccer options. The coaches shall share the responsibility for calling those players not selected.
    4. Multiple teams shall not be named so as to suggest that one team is more skilled than another, such as "A" and "B" or "1" and "2."
    5. Where multiple teams are formed at an age level, the teams shall not exchange players for any league game, but may pool players for tournaments. A coach wishing to pool players for tournament play shall contact the other DSC CASL coach(es) at that age level in writing (i.e. email) before the player or parent is contacted. If the player or parent is contacted prior to contacting the other coach(es), DSC should be notified. The offending coach may be called to appear before DSC. Repeated offenses my result in removal of the coach.

  1. APPEAL PROCESS

    1. An appeal of any decision made pursuant to these policies and procedures must be in writing and sent or emailed to the DSC President, with a copy to the DSC Secretary and the DSC CASL Representative.
    2. The DSC Secretary shall distribute the written appeal via email to all DSC Board members within 24 hours after receiving the email.
    3. DSC may address and decide any appeal via email or by calling a special meeting, pursuant to the DSC Bylaws.
    4. Any coach receiving a written request by a parent or guardian wishing to see the evaluations of their son or daughter shall be permitted to see the evaluations having all player identification information redacted, except for the player at issue. Copies of the evaluations shall not be made or distributed to any parent or guardian.

  1. REGISTRATION PROCESS

    1. DSC’s registration process conforms with CASL requirements which can be found at the CASL website, www.caslsoccer.org.
    2. Each DSC CASL team must submit to the DSC CASL Representative the CASL registration paperwork, including forms and fees, for the Fall soccer season by July 10. Since all DSC CASL teams must submit their paperwork to CASL in one package, late registrations will not be accepted.
